How could I forget Constable Ogereau from "A Chicken in Every Plot"?
My vote: GOOD Cop, most assuredly!
I was ruminating about this board while fixing (okay, nuking) supper last night, and remembered my favorite constable (we're not talking DS9 here, btw....)
I really liked this guy, and I think Bill did too as a fellow professional law officer. He was worthy of respect, defying the new "president's" strong-arm man to try his best to keep to the nation's laws.
The main thing that annoyed me, not from him but first from Pam then the other two, is how she took Kentucky University and switched it to the University of Kentucky (or vice versa). I dunno about Kentucky, but confusing UW and WSU over here is a punchable offense.
Since they were filming on location in the Caribbean, I think they should've used the constable in "Devil and the Deep Blue Sea" but then again, like Bill, Ogereau would've been out of his jurisdiction. But it still would've been fun having him back for another episode.

I agree. I think this is a great character.
Although I love CiEP, I was not thrilled with the way people in the islands were portrayed (bad, superstitious, backwards, corrupt, etc.) I liked that at least they had the constable as a good guy.
In fact, I think the Constable is a great character. Despite the major risk he took ("And you, Phillipe, are DEAD!") he helped them out.
I think he respected Bill and the others for not running when most people would. Yes, Bill's friend died, and that was a reason to stay, but in reality they were not just there to solve McSherry's murder, but to help the whole country.

I think the Constable was a great character too and he brought the stereotype down a notch. If there was ONE person like him on the islands, there could be more. I think it helps you get over the stereotypes to have him as such a major character in this episode. I think he respected the team, but had to make sure that he did not interfere too much with anyone. I think he saw the potential for change when they were first introduced and I think that his intelligence showed. First, through his compassion for Pam's legalese to get Ralph and Bill out of jail...knowing that he had to do no such thing. Second, through allowing Bill and Ralph to accompany him to find Pam and the kids. I think the respect flowed both ways too. Yes, the whole Kentucky thing might (or might not have been a flub), but I think they respected him for his honor to duty, his respect and acknowledgment of law (even if it did not directly apply to him), and his sense of purpose to do the right thing. Overall, he was a collage of our three main characters and his back story was impressive too. I agree that he should have come back somehow, but I am left happy with the fact that he did not. We already have three leads, why introduce a fourth?

Oh, he wouldn't be a lead. But sort of like Carlisle or Harlan - he could be a reoccuring character. But the question would be why...?

I agree that he could have come back in at least the one episode after that: THE DEVIL IN THE DEEP BLUE SEA. I think that he would have worked effectively...maybe as being promoted in such a way that he was in charge of security measures for ALL the Virgin Islands. That would have been simple and realistic based on his help saving the country from a dictator. As for continually recurring, I think he could have become a representative to the LA FBI to help with international crimes and been legitimate in a role like Carlisle...more so than Harlan, but that might have been overkill. I definitely think that THIS IS THE ONE THE SUIT WAS MEANT FOR could have brought him back, especially if the missile had been on one of the Virgin Islands.

I can't, offhand, think of how he could've participated in the whole Carrie thing in "Devil..." but it still would've been fun to see him again. I like the idea of him leading a national security force, as HD mentioned, in his help in overthrowing the usurper of the late, lamented President.

To me, that is the only logical way that he could have been involved in the DEVIL episode...unless they had stayed on the same island. Had they not gone touring the other islands, it might have worked to keep him around.
