I have only seen this episode twice. I find it boring and uninteresting.
If this was at least corny or cheesy, it would be better.

This episode's sort of a non-entity in my mind, it's that unremarkable. Wasn't worthy of putting a star on it. I think I've only seen it once, but I wouldn't swear to it, it's that boring.

I think out of quite a few third season eps, 'Desparado" is one that is closer to the original premise, which was a real life situation with a wacky concept (the suit) being throw in. Horse wrangling does happen in the US and some horses were used for dog food. Heck, there's been an "Iron Chef" episode (Japan version) where they use horse head as their secret ingredient. The race was a little hokey, but it added a nice touch to the country fair type atmosphere that they were going for. "McClintock!" is a good example of another country style horserace, except they didn't wear the funny jockey outfits. I think part of the reason it gets downplayed like it does is that Pam is a bit OOC here with the lens cap thing. If it's as good a camera as she has, you'd know if you have the lenscap off or on. You can see the mirror used to take the picture if it's opened wide enough. Ralph too falls victim to some bad characterization as he gets KO'd for some time by two punches to the gut. Sure, it made a good way to threaten Ralph, but good grief, they could've done something like a knock out punch or pistolwhip him. One thing that might've improved it... had some scenes or fights in the fair outside of the one attempt of the baddie trying to shoot Ralph. (I love how the bullets bounce off Ralph and he ignores it). I don't know, I just have a soft spot for this ep, and I think it's one of the more underrated eps.

I have recently seen this a few more times. While I still don't love it, there are some really good moments. Not a lot of them, but a few.
My favorite is Pam handing Bill a box of dog biscuits when they are about to tell him about the scenario.
And then there is Bill saying "Dogs gotta eat, too!"...
Well, if you'd stop eating their biscuits!

I gave it 2 stars. Not one of the better episodes. However, it does have some redeeming qualities in my opinion.
Its another time when we see Bill, none too happy that Ralph has gotten him to travel somewhere without telling him much, help Ralph out. (Carrie the sea monster is the other). I like that Bill, at first is really just dragged into this caper, but then really is upset with the treatment of the horse and does something about it. It becomes his fight too. Ralph is truly touched that Bill has helped him. One of a handful of scenes in the series, where we see them truly bond. It was touching.
This episode was outside of the box and dealt with more than just bank robbers and sea monsters...it dealt with human/animal bond and friendship.
